Park and Village Information Link

The Park and Village Information Link (PAVIL) is a specialist service providing free information and legal assistance for residents and prospective residents of retirement villages and manufactured home parks in Queensland. Assistance is prioritised to focus on older people, including groups of residents. The service will also provide substantial community legal education and law reform, and undertake limited case work.

What does PAVIL do?

PAVIL aims to help Queenslanders living in retirement villages and manufactured home parks to:

  1. understand their rights and responsibilities under the Retirement Villages Act 1999 (Qld) and the Manufactured Homes (Residential Parks) Act 2003 (Qld)
  2. obtain the knowledge and skills to present their interests to village and park operators
  3. have increased access to appropriate legal advice services.

Who does PAVIL help?

PAVIL can help manufactured home and retirement village residents who require specialist advice and information to assist them to understand and exercise their rights under the contracts and legislation governing their living arrangements.

PAVIL is particularly focused on providing information, advice and assistance to disadvantaged and vulnerable residents of retirement villages and manufactured home parks.

Please note: PAVIL cannot assist with disputes between residents, and these enquiries will be referred to the general legal service of Caxton Legal Centre.

How can PAVIL help me?

Information

In order to help as many people as possible, PAVIL provides general information about retirement villages and manufactured home parks including information about the rights and responsibilities of residents and operators.

By equipping residents (including groups of residents) with relevant information, we believe that many residents and resident groups will be able to independently work towards the resolution of matters that arise at their village or park.

PAVIL can also provide referrals to other relevant organisations for further assistance.

Legal assistance

There may be times when information alone is not sufficient to resolve a matter. Clients who require more complex assistance may be eligible for more personalised advice and assistance including legal advice and ongoing support.

The focus of legal assistance continues to be on self-resolution at the earliest stage of a dispute, however if necessary, PAVIL may be able to engage in negotiations with a park or village operator on behalf of a client, provide guidance and assistance through the dispute resolution process and assist with court representation in exceptional circumstances.

How do I access information and assistance?

To access the service, please call Caxton Legal Centre during office hours and a PAVIL worker will respond to your enquiry as soon as possible.

PAVIL is a state-wide service providing information and advice by telephone, web-based communication and face-to-face appointments, where possible.

PAVIL outreach

PAVIL offers face-to-face appointments at our monthly outreach clinics:

  • Gold Coast (Southport) - second Tuesday of the month
  • Sunshine Coast (Maroochydore) - third Tuesday of the month
  • Contact PAVIL to book an appointment at an outreach clinic.

    Community legal education

    PAVIL also provides regular community education presentations about retirement villages and manufactured homes.
