What does PAVIL do?
The Park and Village Information Link (PAVIL) is a free legal service for existing and prospective residents of retirement villages and manufactured home parks in Queensland.
PAVIL aims to help residents:
- understand their rights and responsibilities under the Retirement Villages Act 1999 (Qld) and the Manufactured Homes (Residential Parks) Act 2003 (Qld)
- obtain the knowledge and skills to present their interests to village and park operators and resolve disputes
- have increased access to appropriate legal information and advice.
Who does PAVIL help?
PAVIL can assist residents (or prospective residents) of manufactured home parks or retirement villages in Queensland.
PAVIL is particularly focused on providing information, advice and assistance to disadvantaged and vulnerable residents of retirement villages and manufactured home parks.
For existing residents who require specialist advice, PAVIL can provide legal assistance to help them understand their rights and suggest steps that can be taken to try and resolve issues with a park or village operator.
PAVIL also provides general information to prospective residents who are considering moving into a park or village.
Please note: PAVIL cannot assist with disputes between residents, and these enquiries will be referred to the Human Rights and Civil Law Practice of Caxton Legal Centre.
How can PAVIL help me?
In order to help as many people as possible, PAVIL provides general information about retirement villages and manufactured home parks including information about the rights and responsibilities of residents and operators.
By equipping residents (including groups of residents) with relevant information, we believe that many residents and resident groups will be able to independently work towards the resolution of matters that arise at their village or park.
PAVIL can also provide referrals to other relevant organisations for further assistance.
There may be times when information alone is not sufficient to resolve a matter. Clients who require more complex assistance may be eligible for more personalised advice and assistance including legal advice and ongoing support.
The focus of legal assistance continues to be on self-resolution at the earliest stage of a dispute, however if necessary, PAVIL may be able to engage in negotiations with a park or village operator on behalf of a client, provide guidance and assistance through the dispute resolution process and assist with court representation in exceptional circumstances.
Free community legal information sessions
The PAVIL team presents free legal information sessions to the community on topics including:
- “Retirement Living Options” – an overview of the different accommodation options for people considering where to live in retirement (with a focus on key legal features of manufactured home parks and retirement villages)
- ”Living in a Retirement Village” – an in-depth discussion of residents’ rights and responsibilities under the Retirement Villages Act 1999
- ”Living in a Manufactured Home Park” – an in-depth discussion of home owners’ rights and responsibilities under the Manufactured Homes (Residential Parks) Act 2003.

How do I access information and assistance?
To access the service, please call Caxton Legal Centre during office hours and a PAVIL worker will respond to your enquiry as soon as possible.
PAVIL is a state-wide service providing information and advice by telephone and face-to-face appointments, where possible.
